it's the one right after Mr. Roboto that goes something like "ah-one for the trouble, two for the time, come on ya'll let's break dance" or "lets rock that"

This is two samples combined.

Breakdance (Electric Boogie) by West Street Mob (1983)

The Spoonie Gee sample is sped up considerably from the original. I don't know if this is done specifically for the Evolution of Dance mix, or if it is from one of the several thousand remixes of each of these songs that have been released. They were both (at least eventually) owned by Sugar Hill Records, so it's possible a mix of the two of them together was pressed.

It should also be noted that the song on the list as "Jump On It" by "Sir Mix-A-Lot" from "1996" is actually Apache by The Sugar Hill Gang from 1982 and Oompa Loompa is by Anthony Newley, performed by the Oompa Loompa actors for Willy Wonka and the Chocolate Factory (1971).
